Ottoniel Lobo Carvalho dos Santos, born in Luanda, has a degree in Economics from the
Catholic University of Angola (UCAN, 2006) and has held the position of Secretary of
Finance and Treasury of the Angolan Ministry of Finance since 2021.
Before that, Ottoniel Santos has been the president of BODIVA’s (Angolan Stock
Exchange) Executive Commission (from 11.2019 to 02.2021) and Executive Administrator
for Capital Market Commission (CMC) (from 09.2016 to 11.2019). Also in CMC, he
managed the Supervision and Promotion Program of Collective Investment Undertaking
(from 03.2015 to 09.2016) and the Program for Promotion of Emissions (from 06.2013 to
03.2015) after being Assistant for the Emissions and Investment Office (from 06.2012 to
06.2013). Previously, he had been the Financial Director of Mostratus Business Group
from 02.2011 to 06.2012, Market Analyst and Market Auditor in the Private Atlantic Bank
(BPA), from 11.2006 to 02.2010, and Intern Auditor of Bank Totta of Angola (BTA), from
05.2013 to 09.2006.
Under the Minister of Finance, he is responsible, for the following office portfolios: National
Treasure Office (DNT), Public Debt Office (UGD), Gaming Supervision Institute (ISJ),
Recredit SA, BODIVA SA, BPC and BCI (Banks), ENSA (Nacional Company of
Insurance), AGT (Tax Administration), GTACE (Support for State Creditors), ARSEG
(Insurance Regulation and Supervision), IGAPE (Management of State Assets and
Holdings) and CMC.
