Carlos García Moreno

Biography

Dr. García-Moreno is currently the CFO of América Móvil, the largest wireless operator in Latin America. He has held this position since January 2001, shortly after the company was created following the spin-off from Teléfonos de México (TELMEX) of its wireless operations and various international investments. He has been active in the international debt markets both as a client and as a banker since 1990.

Prior to joining América Móvil, Dr. García-Moreno was the General Director of Public Credit for the Mexican Ministry of Finance. In that capacity he was directly responsible for all internal and external debt management for the Mexican Government and was generally involved in financial matters concerning the Mexican Government and its agencies. He occupied that position since July 1997, when he was invited to join the Ministry of Finance.

From 1995 to July 1997 Dr. García-Moreno collaborated with Swiss Bank Corporation, doing investment-banking work for SBC Warburg, first as an executive director and then as managing director, responsible for corporate finance activities in Mexico.

Before joining SBC, Dr. García-Moreno worked for the Mexican oil company Petróleos Mexicanos (PEMEX), which he first joined in 1989. By 1990, he was responsible for all market-based funding for Pemex. In that capacity, he oversaw the return of Pemex to both, the bank market and the debt capital markets from which Pemex had been absent for nearly a decade.

Dr. García-Moreno studied economics in Mexico City’s Universidad Anáhuac and attended Cornell University in Ithaca, N.Y., for his graduate studies, completing there his doctoral work in economics.
